Haskell to Rinaldi Reconductor EPC Project

To maximize the transmission of clean, renewable energy from the Mojave Desert and Tehachapi Mountain areas, the Los Angeles Department of Water and Power (LADWP) required an upgrade to the existing Barren Ridge-Rinaldi 230kV transmission line. An aggressive schedule with narrow outage windows coupled with crossings over three of California’s busiest interstates – I-5, I-405, and I-210 – required close, continuous coordination and communication with stakeholders and landowners.
 
After subcontractor Black & Veatch had designed the work under this EPC project, our Team began construction, installing larger-capacity conductors between the Olive Switching Station and the Rinaldi Receiving Station, while also upgrading the same line with a large-capacity Optical Ground Wire (OPGW) between the Haskell Switching Station and the Rinaldi Receiving Station. The entire route remained within or directly adjacent to designated utility corridors and paralleled existing transmission lines. We worked closely with LADWP as well as Caltrans to ensure that road closures during these challenging freeway crossings were kept to limited nighttime hours.
